Organizational Setting and Reporting Relationships:

This position is located in the Aviation Section of the United Nations Stabilization Mission in Haiti (MINUSTAH). The incumbent will report directly to the Aviation Technical Compliance Officer of Aviation Unit.

Under the direct supervision of the Aviation Technical Compliance Officer, the incumbent reports and provides support in the overall Supervision of the Mission’s Aviation Contracts.  The responsibilities include but are not limited to the following functions:

 

Responsibilities:

Integrate the Aviation Quality Assurance and Control Program for Civil and Military Operators only;

Assist in providing guidance to the Section, drafting Standard Operating Procedures (SOPs), development of Request for Proposals (RFP) for contractors, preparation of the SOW for TCC aircraft support units, and close liaison with other sections to establish budgets and systems contracts;

Provide guidance in training requirements;

Monitoring the Aircraft Charter Agreements and Letter of Assists by ensuring that the Air Carrier’s aircraft and aircrew are in compliance with the initial and periodic inspections,

Monitoring MINUSTAH’s Aviation Fuel Program, ensuring adherence to the fuel quality assurance;

Responsible to assist the Chief technical compliance unit in all matters related to Aircraft Use Reports and administrative issues like Airport Passes, MINUSTAH Identification Cards for aviation contractors

Assist the Chief TCU for all matters related to Diplomatic Landing Clearance, Airframe & Inspection, Licensing, and Contract management.

Consolidate the information needed for the preparation of the Monthly Aviation Report and Crew Attendance and ensure the same is brought to the attention of Chief TCU on timely basis.

Compile and maintain on timely basis air operator’s Performance evaluation Reports, the TCC Military LOA Aircraft Performance Evaluation and the end of contract Air Carrier Performance Reports.

Understand the budget, management of Aviation Accounts and contracts, provide budget related information, and estimations.

Any other supportive technical and or administrative tasks as may be prescribed by the Chief TCU under the directions of the Chief Aviation Officer.

Education: - Advanced university degree (Master’s degree or equivalent) in Air Transportation/Aviation Management, Aviation Law or related area is required. A first level university degree with qualifying 2 years’ experience combination of certification in Air Transportation such as Airfields/Air Terminals, Air Traffic Control, Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) may be accepted in lieu of an advanced university degree.

Work Experience: - A minimum of 2 years of experience in Administration and Budget, Technical Compliance, Aviation or a related area is required. Experience in Aeronautical Engineering, Flight Operations will be considered an advantage. Experience in peacekeeping or humanitarian operations is           highly desirable.

Languages: - English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is highly desirable
