Background  and Objectives

The Border Management Unit (BMU) is the MINUSTAH focal point on technical border management issues.  The Unit provides technical support and advice to the Haitian Government on implementation of an integrated border management strategy, including the coaching and monitoring of civil Customs and Immigration officers.

Traditionally, the land border area between Haiti and the Dominican Republic has been characterized by a weak presence of state institutions that resulted in an extreme permeability of the frontiers encouraging, particularly, illegal and informal movement of both human beings and goods.

In the case of developing countries, the complexity and the number of factors to analyze in order to achieve an Integrated Border Management system implies to consider two essential governmental components: the security component and the civilian component.

 

The security component integrates the activities of all factors with attributions related to the national security. There are traditionally the National Police, the Special Forces, the Coast Guard and the Border Police.

 

The civilian component includes mainly Migration Services, Customs, Ministries of Agriculture, Public Health and Tourism, the Port and Airport Authorities.

 

A harmonious combination of the responsibilities of the two components will lead to a redefined coordinated security system and an adjusted intelligence management process.

 

However, in the developing countries there is a third component that needs to be addressed. This is the socio-economic component that must ensure the sustainability of the reforms and their success.

 

The management of the border is a national priority. An effective border management system is essential to security, social peace and economic development of Haiti.

 

The highest authorities of the republics of Haiti are very aware of the problems of the management of the borders in Haiti. The Presidential Commission called Commission Technique des Frontières (CTF hereinafter), is an indispensable instrument to achieve a national border policy founded on the coordinated management principles. CTF, and his executive secretary, were instated by the presidential decree published in the “Moniteur” n. 132 on 15 July 2015.

 

In order to fully implement the CTF the Haitian Ministry of Economy and Finance, officially requested the support of MINUSTAH to recruit a consultant that will work towards the implementation of the commission under the terms of reference stated below.

 

 

Duties and Responsibilities

 

The Principal Special Adviser for the integrated border management will accomplish the following tasks:

 

a.            Support the Government of Haiti (GoH) with the following tasks:

•            Provide technical assistance and guidance to the CTF Haitian officials to produce a National Border Policy based on the integrated border management principles ;

•            Support the harmonization of the border activities; implement well defined practices leading to long-term integrated border management of air, land and maritime borders;

•            Launch the technical analysis with the Migration and Police; for each of these partners, prepare a summary report comprising the following main chapters: reference legislation, human resources, equipment and logistics, current program of actions, needs assessment; and recommendations;

•            Establish strategies and working protocols with Ministry of Interior (Direction of Immigration and Emigration), Ministry of Justice (Haitian national Police), Ministry of Defense, Ministry of Public Works, Ministry of Economy and Finances (Customs) and other Haitian authorities identified as part of the National Border Policy.

•            Provide recommendations, expert advice and leadership guidance to the Haitian authorities involved in this complex activity.

•            Support fund raising activities related to the CTF;

•            Provide assistance in preparation of the summary records of the meetings and the reports of activities;

•            Any other CTF related task required by the GoHs.

 

•            Provide technical expertise to official enquiries related to integrated border management including but not limited to social, political, economic and fiscal impact.

 

Qualifications:

Education

Advanced University Degree in Business Administration, Public Administration, International relations, Law or other related field. A first university degree in combination of additional years of experience may be accepted in lieu of the advance university degree.

 

Work Experience

 

A minimum of fifteen years of progressive experience is required in the following areas:

 

•            Immigration law, Customs  procedures and border security and security sector reform;

•            International laws and treaties concerning Integrated border Management;

•            Methods of preventing and repressing illicit trafficking;

•            Portfolio management on capacity building programmes in developing countries;

•            Information management and consolidation, as well as monitoring and evaluation tools;

•            Familiar with Haitian socio-political situation and good knowledge of Haitian institutional context

•            Broad and long experience in developing countries regarding the design and concept of air-sea-land border crossing points facilitating the implementation of an integrated border management system;

•            Expert in border crossing control technologies, organization of international tenders and monitoring of  the constructions and achievements;

•            Expert in fiscal and customs related revenue.

 

Languages

 

Fluency in both spoken and written French and English. Knowledge of Haitian Creole is an asset.
