REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR THE RENTAL OF OFFICE SPACE

FOR OUR SUPPORT OFFICE IN SANTO DOMINGO

 

  1. The United Nations Stabilization Mission in Haiti (MINUSTAH) is seeking Expressions of Interest (EOI) from qualified companies, real estate agencies and/or private owners, wishing to be considered for inclusion in a tender to award a contract for rental of premises to allocate our Support Office in Santo Domingo for a period of one year, with the possibility of renewal for additional two one-year periods.
  2. The desired location in Santo Domingo, Dominican Republic should meet the following requirements:
    1. Be available for immediate occupancy by MINUSTAH; and should be ready to occupancy without extensive modification, remodeling or refurbishment;
    2. Be a commercial office building located in the metropolitan area of Santo Domingo, i.e. from the eastern boundary of Ave Luperón to the eastern boundary of Ave Máximo Gomez, from the northern boundary of Ave John F. Kennedy to the southern boundary of Ave Independencia inclusive. Residential buildings are not suitable;
    3. Be of an aesthetic design, suitable to represent MINUSTAH to the public and dignitaries of the Dominican Republic;
    4. The building, whether up to two-storey or multi-storied (between 2nd and 7th floors) must have been designed and constructed in accordance with relevant building codes of the Dominican Republic;
    5. Shall not be located within any of the Red Zones (Puntos Críticos) identified by the Pólicia Nacional of Santo Domingo;
    6. The premises may consist of a detached building to be wholly occupied by MINUSTAH, or the entire floor of a multi-storey building;
    7. The building preferably should not have more than 2 stories excluding basement;
    8. Have space sufficient to accommodate at least 85 workstations, with no less than 500 square meters and maximum 750 square meters of usable space for offices and conference facilities, etc.;
    9. Contain no less than two (2) executive offices suitable for VIPs;
    10. There should be a number of alternate routes to and from the premises, which shall not be located in a dead-end or one-way street, nor in an area of high traffic congestion. Emergency services should be within 10 minutes response time. The building shall be set back as far as possible from the perimeter line (street front), ideally 30m;
    11. Be located in proximity to major hotels in order to accommodate MINUSTAH personnel when required to deploy on short notice to Santo Domingo (evacuation), and should ideally be within 10 minutes’ walk from a Metro station;
    12. The premises should have physical barrier/fence around the property with main entrance and preferably alternate exit unless the premises is located on the second floor or above in a multi-storey commercial building with its own guard force and a secure key/card-operated elevator system. The building or entire MINUSTAH occupied space should have a single access point;
    13. Have existing sufficient HVAC facility, modern power supply for at least 85 workstations including 100% backup power generator;
    14. Have existing sufficient modern water supply and appropriate sewerage systems as well as sufficient wash rooms;
    15. Be capable to accommodate a 3.5 ton / 8’ x 20’ VSAT Terminal, either on the ground or on a flat, solid roof with unrestricted exposure to our communications satellites located at SE 117° and elevation 35°. Under the circumstance, where the VSAT terminal could not be placed on the ground, adequate space must be available to permit hoisting equipment to maneuver during placing the VSAT on the building’s roof;
    16. Have secure parking space for 10-25 vehicles within a guarded perimeter with controlled access;
    17. Be compliant with industry standards with regard to physical security and fire safety;
    18. It would be desirable if the building has “Green Building” features and sufficient modern communication and IT infrastructure for at least 85 workstations; minimum of 100 data ports with category 5 or 6 cable type.

 

The qualified companies, real estate agencies and/or private owners, interested to express their interests should provide the following information and documents in order to be considered:

  1. Detailed responses to each of the above-listed requirements;
  2. Proof of ownership (copy of deed);
  3. Layouts and/or blueprints detailing the usable office space and infrastructure;
