Organization Setting and Reporting Line

This position is located within the Supply Section / Fuel Unit. The Fuel Assistant reports directly to the Chief Fuel Unit.

Responsibilities: Within the limits of delegated authority, the Fuel Assistant is responsible for fuel operations, tracking, monitoring, reporting and maintaining records for fuel distributions. The duties of the staff include but not limited to the following: 

Draft, discuss and implement the Mission Fuel Plan and Fuel Unit’s work plan;

Ensure that fuel operations are conducted according to the contract terms, the “Fuel Operations Manual” guidelines, SOPs and wastes are managed according to the contract’s terms, the international environmental and safety standards;

Draft and implement the fuel quality assurance program and take remedial actions for contract or fuel procedures compliance;

Uses Electronic Fuel Management System (EFMS) to monitor fuel usage by vehicles, generators, locations and contingents;

Centralize POL requests and screen the requirements and justification to fit with the operations;

Ensure that requests are processed and quantities are issued in respect to the entitlements;

Authorize the requests, validate and raise the Tasks Order and submit to the contractor for issuances;

Ensure the fuel reserves are maintained at the maximum mandatory level, inspect and certify strategic and local fuel reserve stock and operational stock are adequate to sustain at least 10 days operation mission wide;

Oversee fuel operations and ensure customers are satisfied and served in timely manner;

Collaborate in conception of the mission fuel management system for monitoring the POL transactions;

Ensure that mission’s senior management is kept up to date with mission fuel stock holdings;

Oversee daily operations of the fuel supplier and address issues in a timely manner;

Draft the daily, weekly, monthly and fact sheets reports and timely submit to the Chief Unit for review;

Perform other tasks given by the Chief Fuel Unit.

Education: High school diploma is required. Training in fuel operations/handling and quality control is desirable.

Work Experience: A minimum of four (4) years’ experience in fuel related function, supply or related area is required. Experience in Fuel operations in the field, fuel equipment maintenance, repair, installation, fuel handling procedures, basic knowledge of fuel Supply chain; basic knowledge in fuel contract management and experience in field missions embedded with support to military camps is an asset. 

Languages:  English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written French and English is required.
