A - Objectives

 

            The Child Protection Unit has a mandate to provide technical support in order to improve the juvenile justice system in Haiti; in particular, to supervise the number of prison conditions of the children under detention and to collaborate with the government to reduce the pre-trial detention of children in conflict with law. Child protection follows also the case of unaccompanied children deported from Dominican Republic in coordination with the BPM/PNH, UNICEF and other partners of the civil society

 

Considering that the number of children under pre-trial detention for more than six months has increased; that there are more than 225,000 children in domesticity that implies coordinated work with other partners to fight against this phenomenon; that deportation of children has become a big concern on the border of Dominican Republic, there is a need for a stronger response. Hence this consultancy that aims to get a specialist that would work for that better response.

 

B – Description of Assignments

 

Under the direct supervision of the Chief Child Protection Unit and within delegated authority, the Consultant will be responsible for the following duties

  • Mainstreaming Child Protection issues inside the Mission, including training on child protection issues to new arrival military, police, correction and civilian staff, training on UN child protection  policies, working group related with Child Protection issue inside the Mission.
  • Capacity building on Child Protection to the Haitian National Police : technical support sessions in a monthly and a bimonthly basis
  • Provide a technical support on border concerns, in particular on the issue of deportation of unaccompanied children form Dominican Republic and traffic of persons between December 2016 and April 2017
  • Work on the issue of Children in domesticity, including working on a pilot project on children in domesticity (restavek) in Cap Haitien. Other various project will include juvenile justice, technical support in the drafting of the Field Missions Reports
 

C – Competence and Experience required.

 

  • An advance university degree (Master’s degree or equivalent) in Law, Social Science, Management or a related area is required. A first level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree ;
  • A minimum of five years of progressively responsible experience in the field of social affairs, humanitarian affairs or a related area is required. Knowledge on Child Protection issues and international standards is required. Experience at the international level, preferably with an international organization is required. Experience in post conflict setting is required. Training experience is required. Experience with UN peacekeeping is desirable.

 

D – Languages Requirements:

 

French and English are the working languages of the UN secretariat. For the post advertised, fluency in oral and written English and French is required. Knowledge of Creole will be an advantage.
