  1. PURPOSE OF THE POSITION

 

The national Consultant Civil Affairs Officer is to provide political support to the Chief of the Regional Office (CRO) covering the Artibonite Region of Haiti. He is responsible to monitor the political situation in the region involved and report on a regular basis and when need be.

 

  1. SCOPE AND DESCRIPTION OF THE TASKS

 

Within the terms of organization’s delegated authority and under the direct supervision of the CRO of Artibonite Office, the Consultant will undertake the following tasks.

Provide support to the Regional Office in Artibonite in terms of political support and conflict management. He or she will perform the following tasks:

  • Report and analyze the political situation of the area of Responsibility of the Chief of Regional Office covering Artibonite;
  • Initiate meetings with important stakeholders and monitor the progress of conflicts;
  • Prepare spot reports to alert mission leadership or critical situation happening or to come;
  • Prepare documents and reports on the above subjects (political developments and conflicts);
  • Assist with the preparation and holding of electoral forums if any in conjunction with the Electoral Assistance Section;
  • Dealing effectively with difficult political situations, mitigate conflicts to avoid violence during the electoral period;
  • Exercise duties with discretion and confidentiality;
  • Respond to queries appropriately;
  • Perform other related duties as required.

 

  1. KNOWLEDGE, SKILLS AND ATTRIBUTES

 

Knowledge

Advance University degree (Master’s degree or equivalent) in Social or political science, law or related fields. A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. The consultant for political support to the Chief of Regional Officer must have proficient knowledge in the following areas:

  • Knowledge of office administration;
  • Ability to maintain a high level of accuracy in preparing and entering information;
  • An understanding of the UN cultural environment.

 

Work Experience

The consultant for political support to the Chief of Regional Officer will require a minimum of five (5) years of progressively experience working on one or more of the following thematic issues is desirable:

  • Conflict management and reconciliation;
  • Support to state institutions and/or program management.

The consultant for political support to the Chief of Regional Officer must have proficient knowledge in the following areas:

  • Knowledge of office administration;
  • Ability to maintain a high level of accuracy in preparing and entering information;

An understanding of the UN cultural environment
