Org. Setting and Reporting

This position is located in the Procurement Section of the United Nations Stabilization Mission in Haiti. Under the overall supervision of the Chief Procurement Officer, the Procurement Officer will report to the Procurement Unit Chief.

 

Responsibilities:

 Within the delegation of procurement authority, the incumbent will be responsible for the following duties:

 

  • Plan, develop and manage all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. conservancy, sale of written-off items, catering  and cafeteria services, lease of properties, rental of various equipment, purchase of various building materials, construction services, office supplies, furniture, etc.), taking into account local economic situation, market conditions etc.

 

  • Advise requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.

 

  • Prepare/oversee preparation and distribution of invitations to bid and manage/conduct all aspects of bid/proposal evaluations; formulate strategies and design innovative solutions to resolve issues/conflicts for complex procurement projects. 

 

  • Establish and maintain work program and schedule for ongoing contracts and newly-planned ones.

 

  • Participate in negotiations with senior buyers; within the limits of procurement delegated authority sign purchase orders, and, in cases where the amount exceeds authorized signature authority review and clear purchase orders for signature by authorized official, and where required prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.

 

  • Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation in general in Haiti and the neighboring countries in particular, production patterns and availability of good and services.

 

  • Oversee adherence to contractual agreements including contract dispute resolution, recommends amendments and extensions of contract, and advise concerned parties on contractual rights and obligations.

 

  • Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.

 

  • Provide guidance to, and may supervise, new/ junior staff.

 

  • Perform any other related duties as required by the Chief Procurement Officer or the Unit Chiefs.

Education

Advanced University degree (Master) in Business Administration, Public Administration, Commerce, Engineering, Law or related field is required.  A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.  Additional study or training in accounting, or a recognized qualification in procurement (i.e. CIPS) is desirable.

 

 

 

 

 

 

Work Experience

A minimum of two (2) years of relevant and/or progressively responsible experience in high volume procurement, contract management or logistics operations, in a humanitarian environment, private large industry and/or government or international organizations is desirable.

 

Languages

English and French are the working languages of the United Nations Secretariat.  For the advertised position, fluency in oral and written in English is required.  Knowledge in French is desirable.
