Organization Setting

Under the supervision of the Field Coordinator, and overall supervision of Chief Community Violence Reduction section, the CVR Programme Management Assistant will be responsible for:

  • Assist in organizing and coordinating all CVR field activities in assisting vulnerable communities in neighborhoods that are subject to high levels of violence in locations under the field office’s AOR;
  • Establish effective and cordial relationships with target communities -to include opinion leaders, elders, school directors, voodoo temple leaders, women’s groups, community based associations and the wider community population -based on trust, delivery and true concern for their wellbeing;
  • Work with genuine representatives of the target communities, local authorities and law enforcement actors (national and international) to establish routine community discussion forums aimed at establishing the current security situation in each community, identify vulnerable groups, propose intervention mechanisms, achieve consensus on the selection of CVR projects to be implemented and obtain feed-back on the effectiveness of implemented projects;
  • Prepare and submit to Field Coordinator regular reports on the outcomes of the community discussion forums including overview of security situation within the neighborhood, social trends in the communities as well as priority list of communities needs and measures identified by the community to response to these needs;
  • Identify and assess the operational and administrative capacity of national and international NGOs as well as CBOs working in neighborhoods of target communities, to properly and efficiently implement projects in response to communities needs identified through the community discussion forums;
  • Ensure appropriate monitoring of projects under implementation, through timely submission to the Field Coordinator of weekly project reports, mid-term and final project reports prepared by the field offices and by the Implementing Partners;
  • Coordinate social mobilization and outreach activities in the target communities so as to complement and enhance the dividends obtained through project implementation;
  • Establish formal relationships with local authorities to provide support, assistance and guidance to facilitate the execution of their municipal duties, as well as to assist the municipality to capitalize on the peace dividends generated by the CVR programme in their neighborhoods with the aim to reinforce their interaction with their communities to strengthen their commitment vis-à-vis these communities;
  • Maintain up-to-date knowledge of events relating to social and political issues as they affect the target communities and relate them to the Field Coordinator through short note to file;
  • Maintain contacts at the field level with other sectors of the Mission (military component, Justice, Corrections, Human Rights, Child Protection, Gender, HIV/AIDS, UNPOL, JMAC, JOTC and CIMIC), UN international partners and local government authorities on matters pertinent to project implementation in the target communities;

 

  • Assist in defining the field office work plan in accordance with established terms of reference;
  • Perform other related duties as required by the Field Coordinator.

                                    EDUCATION

High School diploma (Bacc II) is required.

                                                                                   WORK EXPERIENCE

Minimum of Seven (7) years of progressively responsible professional experience in DDR, civil affairs, international affairs, development or security.

             LANGUAGE

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken French and English is required.

Other

Possession of a valid driving permit and ability to drive 4x4 vehicles in off road conditions is necessary.
