Organization Setting

Under the direct supervision of the P3 DDR Programme Officer and the overall supervision of the deputy and Chief Community Violence Reduction section, the National Programme Officer will be responsible for the following duties:

 

                                                            Monitoring & Evaluation Systems

  • Participates in the development or revision of monitoring and evaluation procedures and instruments (surveys, data collection tools, etc.), ensuring they are consistent with the policies, procedures, and objectives of the CVR Section and the core MINUSTAH mandate.
  • Processes and analyzes responses and data collected through M&E tools, in particular, CVR project reports, CVR weekly reports and the CVR database in order to identify trends and risks in programming.

 

Project Monitoring and Evaluation

  • Participates in project visits in coordination with CVR Offices, implementing partners and other relevant stakeholders;
  • Assess and provides analytical reports of work progress and the degree of completion against expected deliverables and the aggregate total of resources disbursed.

 

Project and Programme Reporting

  • In support of the M&E Team Leader, reviews mid-term and final project implementation reports (narrative and financial) after initial review and clearance from CVR Regional Offices and the CVR Field Coordinator;
  • Supports the maintenance of the CVR shared database for regular input of achievements and supports the drafting of periodic related reports.

 

Knowledge Management & Outreach

  • Assists in the drafting of the CVR Weekly Update, CVR Quarterly Bulletin, and the CVR Annual Report, including selection of topics and compilation of inputs;
  • Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Assists in researching and drafting case studies and lessons learnt from the CVR programme’s work to share with colleagues, partners and communities of practice;
  • Participates in the production of written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Works in partnership with MINUSTAH Public Information, including aspects of media relations, journalist visits, video, web, radio and print production.

  • Performs any other duties as may be assigned by the M&E TL or CVR Section Chief.

                                                EDUCATION

Advanced University Degree (Master's degree or equivalent) in social or political science, international development, agriculture, international economics, law engineering or related fields.

A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

                                                                                                WORK EXPERIENCE

Minimum of three (3) years of progressively responsible professional experience in DDR, civil affairs, international affairs, development or security.

            LANGUAGE

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken French and English is required.

Other

Possession of a valid driving permit and ability to drive 4x4 vehicles in off road conditions is necessary.
