The population in the Southeast of Haiti presented a list of its primary needs to the public authorities following five discussion forums organized according to an approach based on human rights principles. The exercise was a civil society initiative in the Department.

"Your list of specifications (...) is an excellent exercise in citizen participation. With exemplary objectivity and clarity inherent in the expressed needs, we only want to satisfy them within the earliest passoble time frame," said Marie-Camelle Rose Anne Auguste, the Minister in charge of Human Rights and Extreme Poverty, on receiving the document on behalf of the Government .

The purpose of the development of the list of specifications - established by the so-called principle of 'Approche fondés sur les droits de l'homme' (AFDH - approach based on human rights) - is to mobilize the authorities to ensure that citizens are at the center of public action for development .The exercise should also help defend and promote human rights, taking into account the vulnerability of certain groups of people, including children and pregnant women.

For Nathanaëll Lerin of the Organisation des jeunes pour le développement du Sud-est (OJEDESE - Youth Organization for Southeast Development), the five forums - organized with representation from ten towns - "helped build a real space for dialogue between civil society and local authorities, allowing them to discuss the main concerns of health, education, food security and the standard of living."

For his part, Wilbens .Jeudy, the vice-coordinator of the local organization, Cercle Divers, adds that the list is "an inventory of priority needs of the Département in terms of economic, social and cultural rights, while presenting the challenges and constraints of each municipality."

Containing the main demands of constituents, the document submitted to the Government and Southeast parliamentarians will become a reference point when the next budget of the Republic is approved. It should also help to "create a bridge between elected officials and the local population," said the Mayor of the commune of Belle Anse , Pierre Mercidieu.

As a "Hope carrying" document for the citizens of the Southeast, it will be presented to the very highest Haitian authorities promised Marie-Camelle Rose Anne Auguste .

As in the rest of the country, the five departmental forums on public policy were organized with the support of the Human Rights Section of MINUSTAH and the High Commissioner of the United Nations for Human Rights in Haiti .

La population du sud-est a présenté aux autorités publiques ses besoins prioritaires identifiées à l’issue des 5 fora de discussion organisés selon une approche fondée sur les droits de l’homme. Une initiative des organisations de la société civile dans le département.

« Votre cahier des charges (…) est un excellent exercice de participation citoyenne. D’une objectivité exemplaire et devant la clarté des besoins exprimés, on ne peut que vouloir les satisfaire dans les meilleurs délais », commente Marie-Camelle Rose Anne Auguste, la ministre en charge des droits humains et de la pauvreté extrême, recevant le document au nom du Gouvernement.
Le but de l’élaboration d’un cahier des charges établi selon le principe dit de l’ « Approche fondée sur les droits de l’homme » (AFDH) est de mobiliser les autorités pour que les citoyens restent au centre de l’action publique pour le développement.

Il doit aussi permettre de défendre et promouvoir les droits de l’homme en tenant compte de la vulnérabilité de certains groupes de personnes, notamment des enfants et des femmes enceintes.

Pour Nathanaël Lerine, de l’Organisation des jeunes pour le développement du Sud-est (OJEDESE),  les 5 fora - organisés avec la représentation les dix communes - « ont permis de construire un véritable espace de dialogue entre la société civile et les autorités locales en leur permettant d’échanger sur les principales préoccupations en matière de santé, d’éducation, de sécurité alimentaire et de niveau de vie. »

Pour sa part, le vice-coordonnateur d’une autre organisation locale, Cercle Divers, ajoute que c’est  « un inventaire des besoins prioritaires du département en matière de droits économiques, sociaux et culturels tout en présentant les défis et contraintes de chaque commune », dit Wilbens Jeudy.,.

Contenant les principales revendications des mandants, le document remis au Gouvernement et parlementaire du Sud-est deviendra un outil de référence au moment de l’approbation du prochain budget de la République.

Il devrait aussi permettre « de créer un rapprochement entre les élus et la population locale », estime le maire de la commune de Belle-Anse, Pierre Mercidieu.

Document « porteur d’espoir » pour les citoyens du Sud-est, celui-ci sera remis aux plus hautes autorités d’Haïti comme l’a promis Marie- Camelle Rose Anne Auguste.

Tout comme dans le reste du pays, les 5 fora départementaux sur les politiques publiques ont été organisés avec le soutien de la Section des droits de l’homme de la MINUSTAH et du Haut Commissariat des nations Unies pour les droits de l’homme en Haïti.
