Communiqué de Presse # 11 : La Représentante spéciale du Secrétaire général des Nations Unies en Haïti et les membres du « Core Group » notent avec appréciation l’installation du CEP - 23 juillet 2014 [FR/EN/KR]

La Représentante spéciale du Secrétaire général des Nations Unies en Haïti et les membres du « Core Group » notent avec appréciation l’installation d’un Conseil électoral provisoire complet et encouragent cette institution à s’acquitter de ses responsabilités avec impartialité

 

Port-au-Prince, 23 juillet 2014 – La Représentante spéciale du Secrétaire général des Nations Unies en Haïti et les autres membres de la communauté internationale en Haïti représentés au sein du « Core Group » (les ambassadeurs du Brésil, de l’Espagne, des Etats-Unis d’Amérique, de la France, et de l'Union Européenne, le Chargé d'Affaires a.i. du Canada, et le Représentant spécial de l’Organisation des Etats Américains) notent avec appréciation l’installation le 21 juillet de quatre (4) membres du Conseil électoral provisoire (CEP) suite à l’arrêté présidentiel du 14 juillet complétant le CEP de neuf (9) conseillers. Ces représentants notent aussi l’élection d’un nouveau Bureau au sein de l’institution électorale. Ces développements constituent un nouveau pas vers l’organisation des élections de 2014.

Ces représentants de la communauté internationale reconnaissent la lourde tâche qui incombe aux membres du CEP pour s’acquitter de leurs responsabilités d’une manière impartiale dans la gestion du processus électoral et pour la mise en œuvre du calendrier électoral. A cet effet, il revient au CEP de veiller, en toute indépendance, à la bonne exécution des diverses activités prévues dans le calendrier electoral en conformité avec les plus hauts standards, afin de garantir au peuple haïtien son droit légitime de choisir ses élus au terme d’élections libres, transparentes et inclusives. De telles élections représentent la seule alternative pour la stabilité politique qui permettra le développement économique du pays.

Il est rappelé à tous les citoyens et les citoyennes que la participation civique est indispensable pour la tenue d’élections démocratiques, libres et inclusives. Donc ceux et celles n’ayant pas une Carte Nationale d’Identification (CIN) et qui désirent voter aux prochaines élections sont invités à s'enregistrer auprès de l'Office national d’identification (ONI) à travers son réseau de bureaux et d'unités mobiles sur l'ensemble du territoire.

La Représentante spéciale du Secrétaire général des Nations Unies en Haïti et le Core Group encouragent les acteurs poltiques haitiens de toutes tendances à se rassembler autour de l’interêt supérieur de la nation afin d’assurer la bonne conduite du processus électoral. Pour ce faire,  ils expriment leur confiance que le Sénat se prononcera sous peu au sujet des amendements à la Loi électorale.

Les membres du Core Group réitèrent leur engagement financier et leur soutien technique, logistique et sécuritaire au processus électoral en vue de renforcer la bonne gouvernance, les institutions démocratiques et la stabilisation du pays.

The Special Representative of the Secretary-General of the United Nations in Haiti and the members of the «Core Group» note with appreciation the installation of a complete Conseil Electoral Provisoire and encourage this institution to fulfill its responsibilities with impartiality

 

Port-au-Prince, 23 July 2014 – The Special Representative of the Secretary-General of the United Nations in Haiti and other members of the international community in Haiti represented in the 'Core Group' (the Ambassadors of Brazil, Spain, United States of America, France, and the European Union, the Chargé d' Affaires a.i. of Canada, and the Special Representative of the Organization of American States)note with appreciation the installation on 21 July of four (4) members of the Conseil électoral provisoire (CEP), following the Presidential order of 14 July completing the membership of the Council of nine (9) councillors. These representatives also note the election of a new Bureau within the electoral institution. These developments constitute a new step towards the organization of the 2014 elections.

These representatives of the international community recognize the heavy task incumbent upon the members of the CEP in fulfilling their responsibilites in an impartial manner in the management of the electoral process and in the implementation of the electoral calendar. To this end, it is in the CEP’s purview to ensure, in an independent fashion, the proper execution of the diverse activities foreseen in the electoral calendar and compliance with the highest standards to guarantee the Haitian people their legitimate right to select their representatives through free, transparent and inclusive elections. Such elections represent the only alternative for the political stability which will further the country’s economic development.

Citizens are reminded that civic particpation is indispensible for the holding of democratic, free and inclusive elections. Those who do not have a Carte Nationale d’Identification (CIN), and who wish to vote in the upcoming elections, are encouraged to register with the ONI through its network of offices and mobile units across the country.

The Special Representative of the Secretary-General of the United Nations and the Core Group encourage Haitian poltical actors across the political spectrum to come together in the higher interest of the nation in order to ensure the proper conduct of the electoral process. To this end, they express their confidence that the Senate will soon pronounce on the amendments to the electoral law.

The members of the Core Group reiterate their financial commitment and their technical, logistic and security support of the electoral process in order to strengthen good governance, the country’s democratic institutions and its overall stabilization.
