Inauguration of a new cholera treatment centre in the north-eastInauguration du Centre de traitement du choléra de Ouanaminthe

A new Cholera Treatment Center (CTC) was inaugurated on August 13th in the commune of Ouanaminthe (situated 20km from Fort Liberté).
The project – which falls within the framework of strengthening the fight against cholera - was supported by MINUSTAH through its Quick Impact Projects (QIPs).

Un nouveau Centre de traitement de choléra (CTC) a été inauguré, le 13 aout 2013, à Ouanaminthe, à 20 km de Fort Liberté pour permettre une meilleure prise en charge des malades dans le Département du Nord-Est.

The construction of the CTC in the Hospital of Ounanaminthe meets "a real need," according to the director of the Health Center, Dr. Sadrac Pierre - who adds that the project facilitates better management of patients. In the past, says the doctor, the patients, in addition to their disease, "could suffer the torment of bad weather." In the absence of appropriate structures, patients were received either in makeshift tents or in the open air.
Since the onset of the epidemic, the United Nations and its humanitarian partners "have worked tirelessly with the government" to respond to the crisis, said the Special Representative of the Secretary-General of the United Nations in Haiti and Head of MINUSTAH Sandra Honoré, who chaired the CTC’s opening ceremony.

She acknowledged that "although much has been done to control the epidemic and save lives, cholera in Haiti continues to affect an unacceptable number of people."

For the Head of MINUSTAH, the inauguration of this project shows that "we continue to advance in order to save lives and see our collective efforts significantly reduce infection rates and mortality”.

From dealing with over 50 patients a day at the peak of the epidemic, the CTC of Ouanaminthe (a town bordering the Dominican Republic), now treats an average of two patients a week, says Dr. Sadrac Pierre.

13-08-13-SRSG Visits Cholera Treaatment Centre in OuanamintheThe CTC of Ouanaminthe consists of two treatment rooms (one for males, another for female patients) with a capacity for 10 beds, two shower blocks, a pavilion for the nursing staff, administrative offices and a storage depot. At a total cost of approximately U.S 100,000, work on the project was carried out by a Haitian firm. The 95,000 inhabitants of Ouanaminthe and all outlying communes are the direct beneficiaries.

On the sidelines of the inauguration ceremony, the Head of MINUSTAH held discussions with local authorities, including the Departmental Delegate, Hugo Charles. She then went to the Bureau of Immigration and the crossing point of Ouanaminthe, as well as CODEVI workshops, a textile industry located in the free zone of the town. Along with various other officials, Sandra Honoré was informed about the development opportunities in the region.

La construction du CTC dans la commune de Ounanaminthe répond à « un réel besoin », selon le directeur du Centre médico-social, Sadrac Pierre. Il soutient en effet que ce projet facilite une meilleure prise en charge des malades.

Par le passé, explique le médecin, les patients, en plus de leur maladie, « devaient subir les affres des intempéries». En l’absence de structures appropriées, les malades étaient reçus soit sous des tentes de fortune, soit à l’air libre.

Ce nouveau Centre a été financé par la MINUSTAH dans le cadre de ses projets à effet rapide (Qips). Depuis l’apparition de l’épidémie, les Nations unies et leurs partenaires humanitaires « ont travaillé sans relâche aux côtés du gouvernement » pour répondre à la crise, a rappelé la Représentante spéciale du Secrétaire général des Nations unies en Haïti et Chef de la MINUSTAH, Sandra Honoré, qui a présidé la cérémonie d’inauguration.

Elle a reconnu que « même si beaucoup a été réalisé pour contrôler l’épidémie et sauver des vies, le choléra en Haïti continue de toucher un nombre inacceptable de personnes ».

Pour le Chef de la MINUSTAH, l’inauguration de ce projet montre que « nous continuons d’avancer afin de sauver des vies et de voir nos efforts collectifs diminuer significativement les taux de contamination et de mortalité ».

En effet, de plus de 50 patients enregistrés par jour au plus fort de l’épidémie, le CTC de Ouanaminthe, ville frontalière avec la République dominicaine, enregistre aujourd’hui en moyenne deux patients par semaine, explique le Dr Sadrac Pierre.

Le CTC de Ouanaminthe est composé de deux salles de traitement (homme et femme) d’une capacité de 10 lits, de deux blocs sanitaires, d’un pavillon pour le personnel soignant, de bureaux administratifs et d’un dépôt de stockage.

13-08-13-SRSG Visits Cholera Treaatment Centre in OuanamintheD’un coût avoisinant les 98, 496.63 dollars, il a été construit par une entreprise haïtienne. Les 95 000 habitants de la commune de Ouanaminthe,  ainsi que toutes ses sections communales, en sont les bénéficiaires directs.

En marge de cette cérémonie d’inauguration, le Chef de la MINUSTAH a eu des échanges avec les autorités locales, dont le Délégué départemental, Hugo Charles. Elle  s’est ensuite rendue au Bureau de l’immigration et plus particulièrement au poste frontalier de Ouanaminthe, ainsi que dans les ateliers de la CODEVI, une industrie de textile située dans la zone franche de la ville. Avec les différents responsables, Sandra Honoré a notamment évoqué les opportunités de développement de la région.
